In this analysis we have modeled the impacts of a range of allowance allocation schemes on consumer and generator welfare in regulated and unregulated electricity markets during the early years of federal cap-and-trade greenhouse gas regulation. We have based our work upon publicly-available data on plant operations and ownership, as well as on operational and emissions data from the U.S. EPA Clean Air Markets Division.
